The General Assembly is the supreme authority of SBA, composed of all full members and associate members. The Council, the executive organ of the General Assembly, makes decisions under the authority of the General Assembly during its intersession, and is accountable to the General Assembly. The Council is composed of eighteen domestic-funded members, ten foreign-funded members and the executive vice chairman. Six permanent council members are SPD Bank, ICBC Shanghai Branch, ABC Shanghai Branch, BOC Shanghai Branch, CCB Shanghai Branch, BOCOM Shanghai Branch Two supervisors include one domestic-funded member and one foreign-funded member. 

The Secretariat, which is the administrative office of SBA, assists the Council in routine duties under the leadership of the Executive Vice Chairman. The Secretariat is headed by Secretary General,who is assisted by several Deputy Secretary Generals. The Secretariat is comprised of five departments: General Administration Dept., Self-discipline Dept., Coordination and Rights Protection Dept., Training Dept. and Member Service Dept.

SBA has committees and other specialized organs, which work in various professional fields under the guidance of the Council and in accordance with the Charter and related rules. SBA now has 15 committees, a number of subordinate working groups and 5 joint conferences.
